UAD 3.6
The transition window is closing
November 2 is the mandate date. It should not be the transition date.
The UAD 3.6 mandate is based on the initial UCDP submission date of an appraisal report, not its loan application date or appraisal effective date. If a new UAD 2.6 appraisal report reaches UCDP on or after November 2, it will receive a Fatal message and the submission will be unsuccessful.
That makes the remaining weeks especially important for loans moving through the pipeline. Ordering a UAD 2.6 appraisal before November 2 does not, by itself, keep that report outside the mandate. The report must have been successfully submitted to UCDP before the cutoff.
UAD 2.6 reports successfully submitted before November 2 may continue to receive revisions afterward, through the UAD 2.6 retirement period, when those revisions are submitted to the existing DocFile ID.
Fannie Mae has told lenders to carefully manage their pipelines as the mandate gets closer and to begin transitioning now. Freddie Mac’s guidance is equally direct: organizations that have not started transitioning should start now.
An appraisal still has to move from order placement through completion, review and initial UCDP submission. The closer UAD 2.6 work gets to November 2, the less margin there is for an unexpected delay before that first successful submission.
For lenders still using both formats, September and October should be less about proving UAD 3.6 can work and more about making it part of normal production.
The takeaway: The deadline is November 2. The transition should happen before it. Use the remaining window to reduce pipeline exposure, increase UAD 3.6 volume and address issues before the legacy format is no longer accepted for new submissions.

When the market moves, operations have to move with it
Not every change facing lenders comes with a known effective date.
Mortgage rates have been moving. Freddie Mac’s 30-year fixed-rate average rose from 6.66% on August 27 to 6.95% on September 17, including a 19-basis-point increase in the most recent week.
For the week ending September 11, MBA reported that total mortgage application volume declined 4.1% on a seasonally adjusted basis. Purchase applications fell 1%, while refinance applications fell 9%.
The lesson is not that one week’s application movement predicts the next. It is that rates and borrower activity can change quickly, shifting the volume and mix of loans entering a lender’s pipeline. Rate movement is a market variable. November 2 is a known operational deadline.
Lenders cannot remove volatility from the mortgage market. They can reduce avoidable operational uncertainty during the UAD transition. A market that already requires teams to respond to changing borrower behavior leaves little benefit in carrying unresolved workflow questions into a mandatory appraisal transition.
The takeaway: Market conditions will keep changing. Preparedness is the variable lenders can control. Use the remaining weeks to make UAD 3.6 routine before the mandate.

Readiness goes beyond placing the order
“Ready” means more than being able to select UAD 3.6 in an ordering platform.
Fannie Mae and Freddie Mac advise lenders, AMCs, and appraisers to prepare their systems, workflows, and partners for UAD 3.6. The transition should begin as early as possible since the requirement is tied to the UCDP submission date.

Broad Production opened to all lenders on January 26, 2026. At that point, Fannie Mae urged lenders who had updated their systems and processes to gradually incorporate UAD 3.6 reports into their workflows as preparation for the full transition in November.
With less than six weeks until the mandate, production experience can reveal process issues while there is still time to address them.
Make UAD 3.6 routine before it becomes mandatory.
This means going beyond completing a UAD 3.6 order and validating that the entire process works consistently across systems, people, and partners.
